Where there is no vision, the people will perish. Your age of management has come – Hargeisa municipal councillors but, unfortunately, you don’t know how to tackle those tasks ahead. You want lead the people before managing the operation. How could that be possible?
Yet, it the answer flashes across my mind. Someone who turns the vision into real is a leader – not someone who is unwillingly akimbo and performs nothing of his duties. A good leader of a council regularly measures his improvements and achievements.
Yes – the word of Paul Hawken directly matches to Hargeisa Municipality – Good management is the art of making problems so interesting and their solutions so constructive that everyone wants to get to work and deal with them. Of course, I can painstakingly see the exceedingly striving Soltelco and his municipal councillors – but we need to treble and quadruple the effort and dedication to our society.
One unforgettable task, we elected, for the councilors was to improve the city’s hygiene and sanitation. Playing their role, the councillors ratified a contract with a waste management firm – so far the residents don’t see benefits. Household garbage is in increase – diseases may abruptly burst among us if the situation is not dealt quicker than it is real seen. Thousands would die if not taken appropriate, swift actions.
Councillors, my word is not chiding or chastising – it is admonishment; it is to say, “Giddy up, giddy up.” Stop saying, “I am at my wits end all.” Do the tasks and listen to constructive criticism.
Never arrogantly adhere with your opinion – give chance to the city residents – listen up both old men and women – as a human you are always prone to make a mistake – but accept your failure –we will be indebted for you – instead do not legalise your stake. To put the matters in a nutshell, we, as residents, make the situation worse. We often see someone carrying litter with wheel barrows and then disposing in streets – are not we part of the problem makers? Of course, yes. House wives, restaurant waiters, and shop keepers also splash water in front of their doorsteps – waifs and bums use dark places as loo. Through this evidence, how can we find a flourishing city?
Yet the answer seems implausible. This should utterly be changed. We need to construct sewage system. Water from laundries, lavatories will pass through this area. Let us keep in mind the long used saying – united we stand, divided we fall. Together we can excel.
Most of the time, we waste our time sitting at teashops and cafeterias with various plans and plots, doubts and dubious acts against any political figure along with the councillors. Defamatory, slanderous and sarcastic names dubbed to the councillors will result nothing – it is time to change the world through critical thinking and analysis – for you the flag is flung.
To the elected councillors, you forgot part of your responsibilities. Find out a way you solve each problem; find out a way to trigger the development of the city. You have the power to enact and adopt rules. The major duty of Hargeisa municipality is improving the infrastructure of the city.
It is to be noted that a municipality has the power to create and maintain parks and to construct public buildings. The powers of a municipal corporation are not limited to providing for police, pavements, water, light, sewers, docks and markets. Rather, it is held that a municipality may minister to the comfort and health of its citizens, and may educate, instruct, please and amuse its inhabitants.
The municipal corporations may use public money for statues, parks, scenic roads, and other public improvements that promote the general welfare by providing for clean air or recreation. The money can also be used for educating the public, or by inspiring sentiments of patriotism, or of respect for the memory of worthy individuals. Generally, anything calculated to promote the education, recreation, and pleasure of the public is included within the legitimate domain of public purposes. With the highest attention and credibility,
Hargeisa municipality should respect the hoi polloi – these days, the snooty and stuck-up people take their land by force. Will you please look back the grim economic situation which deteriorates eachday!. It is not fair to expel the poor person from his position at the city by settling the toff to the same place. The history will note your services – whether you offer shoddy service or whether you offer shiny service.
