Kitchen cabinet members including Minister of Presidency Mohamoud Haashi Abdi, Minister of Finance Samsam Abdi Adan, Minister of National Planning and Development Ali Shoombe, Minister of Information and National Guidance Osman Abdillahi Sahardiid as well as Somaliland Representative to UAE Bashe Awil Omar on Saturday presented the Berbera Port development agreement between Somaliland and DP World to the House of Representatives in a bid to convince the MPs to endorse the agreement.
According a press release issued on Saturday evening by the Office of Communications for the Presidency, the agreement is of the interest of all Somalilanders and will significantly improve the infrastructure and operations of Berbera Port and will attract prospect investors to Somaliland.
“Twelve companies competed for Berbera Port bid. We selected DP World because it was the only company that fulfilled all of the requirements” reads the press release.
However, some of lawmakers suggested the House of Representatives not to start discussion on the draft submitted by the Council of Ministers and described it as “summarized version” that lacks all needed details.
“The parliament cannot discuss such a summarized version of the agreement. All important details are missing” Abdirahman Hoog told his fellow MPs during yesterday’s session.
There conflicting speculations, mainly on the social media, on the version of the agreement that was submitted to the parliament as some reports suggest that what MPs received was “MoU” but not the final official agreement reached by the DP World and the Government of Somaliland.
The Council of Ministers passed the agreement last week but that was only symbolic as it will only be a binding agreement once the House of Representatives endorses it.
