Somaliland’s Political Party Registration and Verification Committee “PPR&CV” has finally announced a verdict on the long running disputing between UCID party leaders that started after UCID Chairman Mr. Faysal Ali Waraabe dismissed that Mr. Jamal Ali Hussein is the official candidate of the party for the upcoming presidential election.
Mr. Jamal Ali Hussein subsequently submitted a case against the Chairman in April 2016 claiming that he is the official candidate of the party as stated in the agreement reached by UCID leaders on 12 July 2012, six months before the local government election took place, in which both Mr. Jamal and Mr. Faysal were signatories.
PPR&VC announced their decistion today, exactly a month after they heard the case of both sides in a session held on 21 June 2016. Below is the verdict of the PPR&V Committee translated into English by Bandhige staff writers.
- UCID party must hold its national convention within forty five days starting from 21 July 2016
- The two disputing sides shall appoint an organizing committee comprising members from the two sides
- The organizing committee shall consist of 10 members, five members from each side. (a) The committee will elect chairperson and deputy (b) The committee will select delegates of the convention giving equal number from the two disputing sides. (c) The committee will organize and chair the convention. (d) The two sides will share the cost of the convention.
- During the convention, delegates shall endorse all provisions in UCID agreement dated on 12 July 2012.
- UCID party central committee consists of 181 members. The list must be finalized during the party’s convention.
- Mr. Jamal Ali Hussein will be official candidate once the delegates of the convention approves him. He will then not require endorsement from the Central Committee.
- Ali Mohamed Yousuf, who was named as the third deputy of UCID in the 2012 agreement, will officially be the Third Deputy Chairman once he got the approval of the national convention of the party.
